But behind the professional accolades and the corporate website lies a different story—one of mass evictions, threats of homelessness, and a chilling philosophy that views tenants as disposable commodities.
Kersten Mehl once said: “No tenant has a guaranteed right, and was never promised a guaranteed right, by any agent, or any owner, that they could stay there as long as they wanted” . When asked about the morality of evicting families, he replied: “There is no morality in the way investors have been treated” .
This is the story of KMPM and Kersten Mehl—a company and a man who have built a business on the misery of the vulnerable and the poor.
The Company: KMPM Property Management
KMPM was founded in 2007, starting with 150 properties on its books . Sixteen years later, the company had grown to manage 1,100 rented properties and 55 block management companies in Limerick City and Surrounds . The company is based at Carlton House, Shannon Street, Limerick, and holds PSRA license number 001220 .
The company’s website boasts of “lasting, long term relationships with both property owners and tenants” and an “efficient and professional property management service performed to the highest standards” . But the reality for many tenants has been very different.

KMPM has a rating of just 3.60 out of 5 from 81 reviews on Google . While the company may project professionalism to its property-owner clients, the lived experience of its tenants tells a different story.
The Testimonials That Reveal Everything
On KMPM’s website, the testimonials come exclusively from property owners and landlords, not tenants :
“My wife and I rent our house through KMPM. As a letting agent, we find the company very helpful and responsive… We are very happy to recommend KMPM as a letting agent.” — John & Martina Aylmer

Notice a pattern? These are all property owners, not tenants. The people who actually live in KMPM-managed properties do not get to share their stories on the company’s website.
The Man Behind the Machine: Kersten Mehl
Kersten Mehl has been in the property business for four decades . He is a Fellow of the Society of Chartered Surveyors Ireland (FSCSI) and a Fellow of the Royal Institution of Chartered Surveyors (FRICS) .
In 2010, Mehl played a pivotal role in merging the Society of Chartered Surveyors (SCS) and the Irish Auctioneers and Valuers Institute (IAVI) to create the SCSI. At the time of the merger, he was President of the IAVI .
Today, he is a Past President of the SCSI and continues to contribute to industry publications. In the February 2026 edition of the Surveyors Journal, Mehl contributed “8 Tips for keeping up with rental legislation for property managers” . In January 2022, he wrote a similar article for the SCSI, advising property managers on “how to manage the raft of legislative changes in Tenancy Laws” .
He is a well-connected insider in the Irish property industry—a man who moves in powerful circles and speaks with confidence on national media.
But his words reveal a man who sees tenants as inconveniences—obstacles to be removed when they stand in the way of profit.
The Eviction Machine: Fisherman’s Quay and the Callousness of Profit
“I Will Be Removed Kicking and Screaming“
In April 2017, eight families in Limerick received eviction notices. The letters, sent by KMPM on behalf of Munster Pensioneer Trustees Ltd, gave tenants until July 6 to vacate their homes at Fisherman’s Quay .
The notices arrived on Good Friday . For Alan McCarthy, a father living with his 19-year-old son, it was a devastating shock:
“I found my notice of termination after three and a half years living in Fisherman’s Quay. I was horrified. I couldn’t stop getting sick to be honest with you.”
McCarthy told Limerick Today that he would “chain myself to my home” to stay there :
“I will be removed kicking and screaming if necessary. I don’t want to do that, but, if I have to, I will.”
The evictions affected a diverse community—young children and old age pensioners in their 70s . These were people who had paid their rent on time, maintained their homes, and contributed to a settled community. None of that mattered.
Mehl’s Response: “No Guaranteed Right”
When confronted about the morality of the situation, Kersten Mehl’s response was clinical and revealing. On RTÉ Radio 1, he was asked by reporter Brian O’Connell: “And if it was your daughter, your granddaughter?”
Mehl’s reply: “It was my daughter, I would expect her to find alternative accommodation” .
This is the philosophy of KMPM: tenants are not people with lives, families, and connections to their communities. They are obstacles to be removed when the financial calculation changes.
The Numbers
Mehl admitted on air that the evictions were part of a larger pattern. Since January of that year, he had sent out “40 notices plus, for individual owners that are selling” . He warned that owners were “departing the market in a fairly significant scale” .
For Mehl, the tenants’ plight was secondary. What mattered was the investor:
“I have no problem with the tenant legislation, no problem with the improvement in housing standards. But there is no morality in the way investors have been treated.”
The Water Charges Extortion: “Pay Up or Be Evicted”
850 Tenants Threatened
In April 2015, KMPM sent letters to 850 of its Limerick tenants . The message was simple and threatening: register with Irish Water or pay a €260 fee to KMPM. If you didn’t comply, you would be in breach of your letting agreement and could be evicted .
Angry tenants contacted the Limerick Post, demanding to know why the agency was taking it upon itself to collect water charges .
Mehl’s Defence: Protecting the Owner
Kersten Mehl defended the move, describing water charges as “a nightmare scenario” for property owners . He explained the logic:
“We have no such control over the water charges. The problem is, no-one knows what’s going to happen. What are we to do if a tenant doesn’t pay the charge and the owner gets a bill for €500 a couple of years down the road?”
He claimed KMPM was “not trying to profit from this” and was simply trying to encourage tenants to register . But the message was clear: the tenants’ rights and security were secondary to ensuring the owner’s financial position was protected.
“You’d Want to Wake Up”: Mehl’s Public Rants
The “Vilification of Landlords”
In March 2023, Mehl appeared on RTÉ’s Upfront with Katie Hannon and launched into a tirade against the government . He told the panel of TDs:
“Ten years of vilification and scapegoating of landlords, for what?”
He warned that the exodus of landlords was “nothing compared to what’s coming down the tracks” . His message to the politicians:
“Ye would want to wake up the lot of ye, ye would want to wake up.”
Fear of Sinn Féin
Mehl revealed the real fear driving the property industry: his generation are “terrified” of Sinn Féin . In a 2023 interview with The Irish Times, he called the possibility of a Sinn Féin government “the biggest unspoken issue facing landlords” .
His specific fear? That Sinn Féin would legislate for tenancies of indefinite duration—removing the sale of property as grounds for issuing a notice to quit .
“That is the biggest unspoken issue facing landlords,” Mehl said, adding that if a property was sold, “only an investor can buy it” .
The “Market Rent” Obsession
Mehl’s worldview was also revealed when he complained that landlords were being denied “a market rent.” He stated:
“If you’re getting €1,100 a month, and the house across the road is getting €2,000, you’ll say ‘Why aren’t I getting €2,000?’ People feel they’re being denied a market rent.”
For Mehl, rent is not about providing homes—it’s about maximizing profit. Tenants are simply a revenue stream.
Student Housing Controversy: Another Community Under Siege
In September 2021, Mehl was in the news again, this time for comments about student house parties in Castletroy, near the University of Limerick . Residents had been complaining about anti-social behaviour, and Mehl—who rents accommodation to students—claimed there had been a “sharp deterioration since the pandemic hit” .
While Mehl pointed the finger at students, the broader picture is another community suffering under the weight of a system where property managers prioritize profit over people.
Still Active in 2025-2026: Mehl’s Continuing Presence
The KMPM machine continues to operate. In 2025 and 2026, the company has maintained its dominance in Limerick’s property market:
- January 2025: Mehl told Live 95 FM that “high rents in Limerick [are] levelling off as the market improves” and that “building costs will continue to impact supply” [citation:14].
- February 2026: Mehl contributed “8 Tips for keeping up with rental legislation for property managers” to the SCSI Surveyors Journal, positioning himself as a thought leader in property management .
- March 2026: KMPM was named as the management agent for the Parkview Court apartments in Limerick, with the block having an annual service charge of €1,700 per apartment . The apartments were being offered for sale with tenants already in situ, meaning the new owners would inherit sitting tenants. The portfolio showed annual rents between €13,140 and €15,024 .
- January 2026: KMPM was still advertising properties for rent, including a 2-bedroom apartment on the South Circular Road for €2,400 per month [citation:15].
- 2025-2026: The company is still processing tenant applications, with profiles like Amy Ryan, a tenant representative at HomeHak, listing KMPM as her letting agent .
These details show that KMPM and Kersten Mehl are still very much active in the Limerick rental market, managing millions of euros in rent and continuing to profit from the housing crisis.
Conclusion: A System That Protects the Powerful
KMPM Property Management and Kersten Mehl represent everything wrong with Ireland’s housing system. It is a system that prioritizes investors over tenants, profit over people, and the “market” over the community.
When Alan McCarthy received his eviction notice on Good Friday, he was told he had to leave his home. His life, his community, his security—none of it mattered. What mattered was that the investor wanted to sell.
When 850 tenants received threatening letters about water charges, they were told to pay up or be evicted. Their rights, their security—none of it mattered. What mattered was that the owner would not be left with a bill.
Kersten Mehl has been doing this for 40 years. He is a Past President of the SCSI. He is respected by the industry. He is a man with power and influence.
And he is a man who has shown, again and again, that he has no problem with tenant legislation—he has a problem with tenants themselves.

No big surprises there. We used KMPM for a few years for 2 properties and they charged us for repairs and services they never provided. It’s not just the tenants that they screw over but landlords too. Our family decided to manage ourselves after and haven’t had any problems now. Great to see them exposed 👏
It’s a petty Declan Barry wasn’t mentioned. Proper piece of sh!t. Also looking at thier google reviews Suzanne Moloney who works there gave them a 5 star review.
Lived next door to a rental for years that was managed by KMPM. The man is truly horrid to deal with, I could write a book! Had to sell up eventually. I can only imagine how he deals with tenants!
I worked at kmpm only a short time ago. Sexual harassment was always a common thing. Was told I would never get work anymore in Ireland if I said anything and we gotta evicted 2 weeks after but a different company but they are friends. Its like a big sex hidden club there sometimes and very sad I mean.
