Independent Rape Gang Inquiry Report Released: 218 Pages of Evidence and 149 UK Locations
A Long-Awaited Publication
The full report from the independent Rape Gang Inquiry, commissioned by Rupert Lowe MP, has been made public.
The 218-page document was released on 16 June 2026, following months of hearings, survivor testimonies, and an examination of systemic institutional failures.
Lowe, the Member of Parliament for Great Yarmouth and leader of Restore Britain, described the publication as a watershed moment, stating his belief that it should lead to prosecutions and a reckoning for those who enabled the crimes.
He said: “I urge all Britons to read this report in full. Lessons need to be learned and prosecutions need to follow for the appalling cowardice of those responsible for refusing to resist such horrors.”
Social media users have also pointed to a lack of mainstream media coverage of the report’s release.
Key Findings from the Report
The document details a pattern of systematic abuse, predominantly targeting young white British girls. The perpetrators are described as being chiefly from Pakistani Muslim backgrounds.
The inquiry heard testimonies from survivors who described being subjected to sexual violence, trafficking, and psychological control.

Some of the most harrowing testimonies included:
- A girl being locked in a dog cage in the back of a van
- A survivor who was raped by a dog
- A case where a girl was subjected to sexual violence by an estimated 600 to 700 different men over a three-year period
These accounts were presented during a Westminster Hall debate earlier this month, initiated by a petition signed by over 260,000 people.
Lowe said that perpetrators used anti-white and anti-Christian language as a tool to psychologically break down and control their victims.
Institutional Failures and Complicity
The inquiry report highlights severe institutional failures, including:
- Allegations that police officers participated in sexual abuse
- Evidence that staff in children’s care homes trafficked girls in their care to the gangs
- Hospital staff failing to intervene despite visible injuries
The report also points to what it describes as a fear of being labelled racist, which prevented authorities from confronting the crimes in several communities.
Lowe used parliamentary privilege in the debate to describe the crimes and outlined plans to use the same privilege to name perpetrators and enablers in the future.
Where the Gangs Operated
The final pages of the report include an appendix listing 149 local authority districts and 11 counties in the UK where the rape gangs are known to have operated.
Lowe has also stated that private prosecutions are being pursued in response to the findings.
The inquiry was funded by a crowdfunding campaign that raised money from more than 20,000 members of the public.
Rupert Lowe’s Foreword
In the foreword to the report, Lowe wrote that the “root cause was immigration.”
He argued that the Nationality Act 1948 and subsequent immigration policies under Tony Blair created the conditions for the crimes to occur.
He also wrote that “cultural differences, going back centuries, are the genesis of this problem” and that the “paralysing fear of ‘racism’ accusations” allowed evil to go unchecked.
Lowe described his report as establishing “beyond any doubt” that multiculturalism had “enabled untold barbarism.”
